Professional development

The general goal is to establish the profession of research manager/administrator in the Czech Republic.

Objectives and activities:

  • Mapping the institutional, national and international situation in professional development and accreditation providers in the R&D project management profession. Who are the main stakeholders?
  • Survey of R&D project managers' needs and perceptions of professional development - through online meetings/ brainstorming, questionnaire.
  • Mapping of funding sources for training delivery; options for training delivery formats (online/presentation/YouTube)

Projects

The group focuses on pre- and post-award support for research and innovation projects.

Objectives and activities:

  • Cultivating experiences by sharing them; mind mapping & mind mining,
  • Dissemination of best practices in pre-award and post-award project management,
  • What do projects across providers have in common? Phases, principles, processes...
  • Creation of a knowledge base; possibly a database of experts and training in the areas.
  • Funding Landscapes - connecting ideas and funding sources.
  • Relationship between strategic management and projects.
  • Knowing and influencing the environment, actively creating opportunities (overlap with research policy).
  • Adapting project management standards to the research environment.
  • Project thinking - project as an algorithm; from impact to action.
  • Project life cycle - conception; planning; implementation; closure; (sustainability).
  • Communication as a project manager skill.

Finance

The group focuses on broader aspects of research and innovation funding rules.

Objectives and activities:

  • Research and innovation funding rules, audits, administrative aspects (throughout the project life cycle - from budgeting to reporting, payments and audits)
  • National programmes (follow-up to PES Group activities)
  • Operational programmes (cooperation with the RONALDO group)
  • European programmes (cooperation with TC group)
  • Harmonisation and simplification of rules
  • Knowledge sharing and exchange of experience (meetings, model forms, guidelines, etc.)
  • Shared calendar of relevant events
  • Formulation of common positions and recommendations (policy brief)

Legal issues

The group focuses on the legal dimension of research and innovation, particularly in research institutions and universities.

Objectives and activities:

  • Intellectual property law in research
  • Contractual relations
  • Knowledge transfer and commercialisation (cooperation with Transfera)
  • Regulatory restrictions and obligations (personal data, AI, other)
  • Specifics National/Operational/Framework Programmes
  • Knowledge sharing and exchange of experience (model contracts, case studies, etc.)
  • Shared calendar of relevant events
  • Formulation of common positions and recommendations (policy brief)

Mobilities

The general objective is to contribute to the promotion of incoming/outgoing scientific mobility and the integration of foreign researchers in the host institution.

Objectives and activities:

  • Mapping the current offer of programmes supporting incoming/outgoing scientific mobility (MSCA, Campus France, DAAD, DZS, EEA funds, EMBO, Erasmus+, Experientia, FEBS, Fulbright, HE ERA Talents, Humboldt, JSPS, Matsume, Newton, GAČR, OPJAK ...) => call calendar on the web
  • Project support for writing, submitting and implementing mobilities; sharing best practice
  • Basic FAQs on incoming/outgoing mobilities
  • Creation of CZARMA forum "MOBILITY" for sharing experiences, answering questions
  • Creation of CZARMA internal mobility system
  • Mapping of working and living conditions of foreigners in the Czech Republic & EU, removal of barriers
  • Internationalization of Czech research institutions, removing barriers
  • International visibility of R&D job opportunities in the Czech Republic => offer of vacancies

Research policy

The ambition of the group is to contribute to the clarification of decision-making mechanisms in R&D management in the Czech Republic (and the EU) and to participate in setting the R&D strategy in the Czech Republic and the EU.

Objectives and activities:

  • Mapping of the environment - WHO (WHERE), HOW and WHEN - description of stakeholders and description of decision-making processes of R&D strategies, legal standards and grant programmes or calls
  • Involvement in planned (public) consultations, roundtables
  • Involvement as an integral part of decision-making processes
  • Implementation of ongoing projects
  • Ad hoc responses to current opportunities
  • Gathering thematic inputs from other CZARMA working groups and discussing the strategies and interests of CZARMA members and institutions involved

Ethics in research

The overall objective is to promote responsible research and development and to highlight topics related to research integrity.

Objectives and activities:

  • Mapping of ethical processes/best practices at respective institutions (functioning of committees, what their role is, what issues they deal with, etc.)
  • Collaboration, sharing good practice (grasping ethical aspects of research during project preparation, organising seminars, etc.)
  • Compliance with ethical norms and standards in research projects
  • Excellent research = ethical research
  • Reflection on the social mission and impact of research

Human Resources

The group's ambition is to contribute to the career development of PhD students and researchers and to remove barriers to professional development.

Objectives and activities:

  • Mapping research institutions' approach to human resources
  • Creation of a concept of professional development in R&D; expectations, duties and responsibilities in individual stages of a scientific career => model career rules, career plan
  • Implementation of the European standards of the Human Resources Strategy for Researchers (HRS4R)
  • Creation of a transparent recruitment concept => model methodology
  • Creation of the concept of people management, mentoring, lifelong learning => model methodology
  • Methods of remuneration, motivation and functional benefits => sample methodology
  • Implementation of the Gender Equality Plan (GEP) => template of the methodology

Research evaluation

The aim of the group is to create a visible and influential expert platform for research evaluation at the level of individuals, institutions, projects (including HEIs).

Objectives and activities:

  • A network of experts in science evaluation, but also communication of current events to the R&D support community. Promote science evaluation/bibliometric support expert(s) as an independent and respected profession.
  • Sharing information in the field of science evaluation - universities are not competitors, but collaborators.
  • Meaningful and responsible evaluation of research in the country.
  • Mapping the landscape - current practice in internal research evaluation at research organisations.
  • Share examples of good practice.
  • Formulate community principles of responsible evaluation adapted to the Czech cultural and historical environment and current practice.
  • Critical approach to national evaluation to promote its sustainability and quality.
  • Expert support.

Open Science

The group aims to develop and discuss the topics of Open Access, Research Data Management, Citizen Science and others in the context of academia.  

Objectives and activities:

  • Consistent communication to researchers across institutions
  • Common best practices towards projects and use of sub-OS methods in project design and implementation
  • Development of project managers in OS expertise, development of OS methodologists in project skills and implications for other parts of the project
  • Common approach to national OS policy development in the Czech Republic, professional support in the development of new policies (professional and project view on implementation)
  • Communication with funders on the topic of setting rules for Open Science (practical implications for project management

Science communication

The mission of the group is to emphasize the importance of communication and popularization of science and to contribute to the development of the necessary know-how.

Objectives and activities:

  • Communication platform of the group at CZARMA - what you know, what you need, what you want to talk about, what you want to create, share → we create it together
  • Knowledge base for science communication - a living document; summarising material (links to relevant materials from providers, events and training, contacts for science communicators, list of popularisation websites, etc.)
  • International cooperation and links of the group - sharing practices and cooperation with foreign collaborators; importing "good practice"
  • Seminars & workshops - exchange of good practice within the community and external (international) speakers

Research Infrastructures

The overall aim of the group is to contribute to the national debate on the funding and management of research infrastructures, including open access to infrastructures.

Objectives and activities:

  • Sharing experiences and expanding knowledge about RIs are among CZARMA members - how they enter into projects, ...
  • Educational activities (seminars, workshops, presentations).
  • Research infrastructures - what they are, how they are supposed to work, service provided, ...
  • ESFRI
  • How infrastructures should work in HE, GACR, TAČR, ...
  • Policy objectives.
  • Input to the discussion on the methodology for the evaluation of the MoEI for the next period
  • Communicating and explaining what is the role of RIs in the research system (vis-à-vis RVVI and its industrial part), including their socio-economic impacts​

Gender in R&D&I

The general objective of the group is to co-develop measures to promote gender equality in the context of the requirements of Czech and European grant competitions.

Objectives and activities:

  • Education - networking - good practice
  • Create a space for exchange of experiences, sharing of good practices and strategies in the field of HR and gender in line with the requirements of the HR Award, HRS4R and Horizon Europe and other grant competitions (GA CR)
  • Sharing experiences in the implementation of HR and gender equality tools in science and research
  • Expert support in the implementation of measures to promote gender equality in the context of the HR agenda (training, consultations, workshops, toolboxes, manuals, guides) and fulfilling the requirements of the GEP/HR Award
  • GEinCEE is an opportunity for exchange of experiences in Central and Eastern Europe
